Yes, Cuba passport holders need a visa to Visit Vietnam.
How to apply
Cuba citizens can apply visa online then receive E-Visa issued by Vietnamese Immigration Department via email.

E-Visa holders are allowed all travelers having a short trip (less than 30 days, single entry) to entry in Vietnam through any port (international airports if using by airplane, seaports if using on a cruise ship, land borders if using bus, car, bike,….).

A recent digital photo 4x6cm.
Time visa: 30 days
Entry visa: Single
Arrival date: dd/mm/yyyy.
Port name: List of ports.
Processing time: Maximum 3 working days.

How does get Vietnam e-visa?

Step 1: Within 3 working days, you will get an email with your official e-visa issued by the Vietnam Immigration Department
Step 2: Bring your e-visa and passport with you to Vietnam.

Attention:

To entry in Vietnam, your passport has minimum 6 month from the planned date of entry.
e-Visa is valid for 30 days, single entry from the proposed date of entry indicated during the application.
Once the first 30 days have passed, and a renewal is needed, e-Visa holders in Vietnam may be considered for a new visa if being invited/guaranteed by authority/ organization/individual in Vietnam in accordance with Law on foreigners' entry into, exit from, transit through, residence in Vietnam.
The applicant’s passport must be valid for at least 01 months after arrival in Vietnam and it must have at least two blank pages for the immigration and border control officer.
Minors with their own passport must complete a full e-Visa application. Minors aged 14 and under included on their parent’s passport will have to be included on their parents e-Visa application.
Chinese electronic passport (e-passport) holders are not allowed to apply to the e-Visa issuing.
Applicants are required to carry a copy of their e-Visa at all times during their stay.

Yes, Cuba passport holders need a visa to Visit Vietnam.
How to apply
Cuba passport holder is required to apply visa before entering Vietnam. Fortunately, there are two easy and convenient options for Cuba to apply for visa to Vietnam.
– Contact Vietnam Embassy in Cuba to obtain the visa before you arrive Vietnam. 
Or
– Obtain the letter of approval to pick up the visa upon arrival at Vietnam airport.

How does get Vietnam visa on arrival work?

Step 1: Within 2 hours - 2 business days, you will get an email with your official Vietnam visa Approval Letter issued by the Vietnam Immigration Department
Step 2: Print the Approval Letter and prepare two (4cm x 6cm) photos of yourself according to noted requirements
Step 3: Bring the printed Approval Letter, photos, and the government Stamping Fee (along with your passport and any other required documents) with you on your trip to Vietnam.
Step 4: When you arrive to the international airports in Vietnam, show the Approval Letter and photos at the Immigration office (Procedure visa on arrival in Tan San NhatNoi BaiDa Nang, Nha Trang, Hai Phong, Phu Quoc, Dong Hoi, Da Lat).
